Treasurer Charles Evelyn

Charles was first elected Treasurer of New Kent County in November 2019. During that time, he has successfully managed the office throughout the COVID pandemic while upgrading and enhancing the services provided to New Kent citizens through the Treasurer’s office.
 

Charles was awarded the “Virginia Treasurer of the Year” award by the Treasurer’s Association of Virginia for his outstanding service in 2022. This award recognizes a Treasurer who provides outstanding service in their locality and has gone above and beyond in their service to the Treasurer’s Association. The Treasurer of the Year Award is issued to one treasurer statewide at the TAV Annual Meeting.
 

Over the past several years Charles has developed policies and upgraded staff training to earn the New Kent Treasurer’s office an Accreditation from the Treasurer’s Association of Virginia for the first time in 2022. While it is not required for any treasurer’s office to be accredited, receiving accreditation acknowledges that the office meets the statewide best practices for performance in treasury management. Treasurer Evelyn has vowed to upkeep this Accreditation every year.
 

As part of the accreditation process, offices must successfully pass an outside audit with no findings of material weakness.

The rigorous accreditation process also requires proof of continuing education such as attendance of an ethics course by the treasurer and educational requirements for all staff. Accredited offices are required to have written policies in place addressing areas such as personnel, customer service, and delinquent collections.
 

Charles is a lifelong resident of New Kent County where he resides with his wife Katherine and their two young children, Charlie and Reagan. He graduated from New Kent High School with an advanced studies diploma and Longwood University with a BSBA/Finance degree. Charles was a longtime Treasurer and finance committee chairman for the Colonial Soil and Water Conservation district, being first elected in 2007 and serving until December 2019.
 

Treasurer Evelyn was certified as a Master Governmental Treasurer (MGT) under the Master Certification program administered by the University of Virginia’s Weldon Cooper Center for Public Service and the School of Continuing and Professional Studies in 2021. He currently serves on the Treasurer’s Association of Virginia Board of Directors and Co-Chairs the Technology and Innovations Committee. Charles is also a member of the Virginia Association of Counties/Virginia Municipal League’s Virginia Investment Pool Board of Trustees, serving a three year term.
